Sheff Wed Faces Major Issues, Says New Football Authority

'We will play a key role in football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties constitute a "serious issue" and the football regulator is seeking powers to look into club affairs in comparable cases, its new chair the regulator has announced.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards the club's followers.

The chairman convened with four supporter groups connected to the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the great brands for English football and this week we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the football authorities in June, blocking the team from conducting any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

The chairman stated: "Our role exists to serve the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has represented their community in multiple situations.

"I completely understand the club's situation, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the regulator could force an proprietor to divest a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"The final option we would consider is commence engagement with an specific team, an particular chairman, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the sport, over the last 20 or 30 years there have been some owners, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the future."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to explain the responsibilities of the oversight body this week and insisted it was a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the significant advances achieved might evaporate rapidly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the immediate future."

Elite Division Worries

The Premier League opposed the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I completely endorse the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of England. But concurrently, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the Labour Party in 2020.

The chairman contributed funds to Culture Secretary the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any sort of politics."
